The "Flying Squad", based at the Richmond, VA District's Cable Protection and Restoration (CAPAR) Center, was a specialized team of technicians responsible for the emergency restoration of damaged coaxial-cable links. Speed was essential in their work due to the large number of individual voice circuits which might be carried on a single cable. The Flying Squad maintained an emergency trailer equipped with portable repeaters and patch cords, which were used to bypass damaged facilities.
The canister depicted in the logo is a portable L3 (later L4) amplifier with patch cords attached, which could be of any length.
