I do not know exactly what this photo depicts. Most likely, it is a company-run store supplying work apparel to employees of a Western Electric manufacturing facility. Note that the mannequins are displaying pants and coveralls, and the one on the right may be wearing safety glasses. The customer appears to be trying on a work or athletic shoe.
